Between November 2021 and March 2022 the Communities of Erakor Bridge, Mele and Pango provided some feedback and inputs to the idea of reestablish the Vanuatu Cycling Federation.
After the consultation, ideas were put together in a draft “Vanuatu Cycling Federation Strategic Plan”.
This plan is now used to approach stakeholders and request further inputs.
The Vanuatu Police Force, Traffic Unit and Crime Prevention and Community Policing have already actively supported the idea of promoting bicycles in Vanuatu.
The Ministry of Education and Training and Ministry of Infrastructure were contacted and are still waiting for a meeting opportunity.
Vanuatu Tourism Office and Ministry of Health are also considered stakeholders of the VCF Strategic Plan.

The health, environmental, and economic benefits of cycling should be a significant factor driving sustainable development decisions and policy development by the public sector, particularly in countries directly affected by climate change. Many countries recognize the benefits of cycling to school and work with many other reasons than the considerable savings to the family budgets. We can expect the growth of the bicycle market, including new green jobs opportunities associated with bicycle maintenance. Bicycles are highly economical, energy efficient, do not consume fuel, are environmentally sustainable and do not contribute to air or noise pollution.
Cycling is a fantastic activity for individuals of any age, it stimulates and improves the heart, lungs and blood circulation, reduces risks of cardiovascular diseases, strengthens the muscles, it is great for mental health, and increases brain oxygenation and is also a stress reliever. Cyclists often recognize and greet each other while riding in the streets, providing a rewarding sense of community, particularly in urban set ups. where people are tendentially ‘too busy’, distracted and too focused on themselves.
The strong sense of camaraderie between cyclists often prompts the formation of small groups of cyclists who ride together. Most cycling groups simply need a meeting point and are easy to manage.
Vanuatu Cycling Federation (VCF) has a role to play by facilitating the implementation of opportunities for cyclists, encouraging the development of this sport and by organizing formal competitions. Vanuatu has a promising cycling future, if well managed by authorities and communities.

VCF Strategic Plan is consistent and aligned with the Oceania Cycling Confederation Pacific Development Strategy update (November 2021).
VCF, will be focusing on grassroots development, by engaging with communities in different islands, increasing of members of the cycling federation, promoting capacity building of the members and increasing the availability and access to equipment (including tools and maintenance training). Developing local rides and racing events to support the identification of athletes, as a starting point of a development of a pathway for Vanuatu’s athletes is also a priority to enable Vanuatu to compete in regional and international competitions.
The Vanuatu Cycling Federation Strategic Plan fits with the Vanuatu’s way of living, promotes social and environmental protection towards improving community wellbeing, youth opportunities, use of smart energy efficient, low cost, neutral greenhouse gas emissions mean of transport easy to be locally maintained and promoted as a way of mobility to commute within communities: from home to school, work or markets. There is anecdotal evidence that suggests that the use of bicycles increases school attendance by assisting to overcome physical distances, financial and other social barriers to access to school.
Bicycles can make a difference for girls and young women[1], if the community understands the simple fact that girls have the same capacity as boys to ride a bicycle.
Despite the need for a considerable social change in the way the Vanuatu’s society perceives use of bicycles by girls and women, it is important to encourage the safe use of bicycles by girls and women. Studies demonstrate that use of bicycles can decrease dropouts, absenteeism, and improve students and teachers’ punctuality in schools, or workers in the workplace.

NCDs have a direct impact in the life expectancy: a person in Vanuatu will be likely to live 3 years less than a person in Solomon Islands, 7 years less than a person in New Caledonia, 13 years less than an Australian and 16 years less than a person in Monaco[2]. Promoting clubs and local association of cyclists is a great opportunity to promote healthy behaviors, nutrition awareness to improve community well-being.

The VCF is part of the Oceania Cycling Confederation and a member of the Vanuatu’s National Olympic Committee which embeds the Olympic principles to ensure that sport is promoted without any form of discrimination, promoting sustainable economic, social, and environmental development. Other principles are humanism and universality – Sport belongs to everyone. In all its decisions and actions, the Olympic Movement takes into account the universal impact sport can have on individuals and society placing people at the center of its attention, ensuring that the practice of sport remains a human right; Solidarity – The Olympic Movement is committed to developing programs that together, create a meaningful and comprehensive social response to issues. It can help create an alliance between sport, education and culture.
The promotion of cycling in Vanuatu and sports development have immense potential at the levels of education, health care, economic development and gender equality if well understood by communities, national and local authorities [3].

The Vanuatu Police Force (VPF) have already acknowledged the fact that the number of bicycles is increasing as a mean of transport in Vanuatu. The traffic unit of VPF have already participated in Bicycle safety awareness activities in the Erakor Bridge Community and the Lycée Français JMG Le Clézio. But VPF can also be an important partner of VCF by adopting some patrolling bicycles. More work needs to be done to review the traffic act and increase awareness of the advantages of using bicycles for patrolling [4], which includes the promotion of a friendlier relation with the community asbicycles can reach areas where vehicles can’t and provide health and environmental advantages to police members.

Cycling is the most energy efficient method of transport, including walking.
“Unlike automobiles, which require fossil fuel, cyclists are fueled by food, a renewable energy resource. The type of food a cyclist eats can affect performance. All of us require water, protein, carbohydrates, fats, vitamins, and minerals to stay healthy” [5]
It is in the interest of the societies to promote cycling, as a the cleanest and the most energy efficient means of transport, while investing in cycling infrastructure will enable a safer and more attractive transition to clean transportation.

Vehicles like trucks, cars, buses not only produce greenhouse gas emissions, but also cause climate change and directly negatively affect the quality of the air we breathe. The pollution from these emissions eventually falls back to the earth and is transported by runoff and groundwater into streams and rivers, lagoons and the Ocean. In Vanuatu, there is limited wastewater treatment and all waste from the roads moves directly to the drinking water reserves and the environment. Bicycles are carbon neutral and have almost no impact on the environment.

The introduction of a public policy attached to the construction of any new road that promotes safe bicycle lanes would contribute to many aspects of the NSDP’s Economy pilar, namely by increasing access to essential services such as health, education and markets.[6]
The South Santo Road Investment, also known as the Vanuatu Climate Resilient Transport Project (VCRTP), is funded by the World Bank, an organization that advocates for the development of cycling lanes[7] – This presents a unique opportunity to get authorities involved.

Outcome Area 2: Advocacy on the benefits of bicycles

Outcome statement: increased number of people interested in cycling and participate in the development of cycling within communities of Vanuatu. National, provincial, and local authorities recognise the importance of use of bicycles in the community development, promotion of wellbeing, physical and mental health, improvement of the economy and the environment and enhanced access to education by using bicycles as a means of transport to commute to school. VCF assist authorities such as municipalities, provincial government, police, ministry of infrastructure, health, education and training sector, and labour to consider the use of bicycles in the implementation of the National Sustainable Development Plan. VCF establish partnerships with public and private entities.

1. VPF community policing and traffic engaged with VCF to develop road safety for bicycles
2. Ministry of Infrastructure accepts a new policy which states that new roads should consider bicycles circulation. 3. Ministry of Health considers use of bicycles to improve physical and mental health 4. Municipality recognises benefits of commuting with bikes and considers cycling as part of greening urban development 5. Ministry of Education recognises benefits of cycling to school. 6. Vanuatu Institute of Technology considers a short-term cycling maintenance course. 7. Entrepreneurs set up first bicycle workshops to assist cycling groups and users.

Outcome Area 3: Promotion and implementation of competitions and identification of athletes

Outcome statement:
Vanuatu has an increased number of regular competitions organized and sponsored by the private and public sector. Athletes able to receive training, mentoring and assistance by the VCF and communities supported in the organization of competitions. VCF promotes pathway opportunities for athletes. |
